Super Administrators (and Global Administrators when microsites are enabled) do indeed have access to all opportunities.

The Manage tab only displays opportunities for which you are the owner or co-administrator. If you aren’t either of those two roles, access from the Reports tab. 

You can also ask for a direct link to the opportunity (or even a draft) from the owner or a co-administrator. As long as you are logged into InfoReady, you will be able to access.
