Reviewers are not notified about their assigned reviews until all reviews from any previous routing steps have been completed (unless routing steps are set up concurrently).

The admin will need to make sure that all the reviewers in the previous routing step have completed their reviews. If they have not, the admin can either delete the reviewers that are holding up the process in the previous step or they can reach out to those reviewers to try to get them to complete their reviews. Once all reviews from previous steps have been completed, reviewers in the next routing step will be notified via the Review Requests Digest Email.
